The Nabi Geopolitical Observer obtained this document when it was found in a dental waiting room between Modern NASCAR and People Magazine. We advertized this find in the Journal of Endodontics, and a week later 5 armed men in ski masks (I suppose the could have been women, they were in ski masks after all) reclaimed it from our editorial office. But we kept a summary.
It is notorious amont the nations of the world that the United States opposes treaties such as Kyoto aimed at reducing greenhouse gases in the atmosphere. This has be attributed, mistakenly, to short-sightedness, stupidity or greed. However the following document shows that this is a wise move initiated by ...for the purpose of raising ocean levels to the point that the North Atlantic Ocean spills over into centra Asia, Africa, and South America, thus overcoming the doubts that some countries has expressed as to the legitimate expansion of NATO.
There has been much discussion in the international press lately about plans to expand NATO, the North Atlantic Treaty Organization, into regions far from the North Atlantic, Russia's misgivings, Georgia's enthusiasm. While these discussions take place at the levelof the State Department, the Woods Hole Oceanographic Institute held a Joint meeting with the Pentagon from wich we report the executive summary:

The North Atlantic Ocean is rising.

It is expected to overflow into the Mediterranean shortly after the elections, and then continue through the Bosporus into the Black Sea. By the summer of 2012, it should cross the North Caucasus and reach the Caspian Sea, then up the Amu Darya. By 2020, it should reach Uzbekistan, flooding Tashkent.

The North Atlantic will flood the South Atlantic by 2025, and NATO will then be able to operate in Colombia.

As the North Atlantic expands, so can NATO legitimately expand. Therefore it is in the national interest to promote the expansion of the North Atlantic by raising the concentration of greenhouse gases in the atmosphere. This might be achieved by increasing the burning of fossil fuels and rejecting treaties that suggest otherwise. Transitional Goals will be the melting of the Greenland icecap, the chopping up of the alpine glaciers (this should be done at night, and preferably by Israel), and the expansion of cattle grazing in India.
